Miscarriage of Finance Ministry top officers- causes rice price hike?

It was reported that the inaction of some top officials of the Finance Ministry has likely caused for the recent rice price hike.

President Mahinda Rajapaksa has instructed to import rice in order to control a possible rice price hike following a discussion with senior ministers recently. 
That process however has been delayed due to the negligence of responsible officials attached to the Ministry, it was reported..

However, Deputy Minister Hemal Gunasekara told Ada Derana that adequate solutions will be provided to control price hike within two weeks time.

A possible hike in rice price has been predicted since mid-July and the Ministry of Cooperatives and Internal Trade had plans to import 50,000 metric tons of rice too.

The consumer is currently buying rice at the market price of Rs. 80-90 per kilo (Red rice). This has resulted after the authorities not being able to complete using its controlled price of Rs. 66 (Red rice)
