Two suppliers selected for Norochcholai Coal procurement

The Cabinet of Ministers has approved the procurement of 2.28 million metric tonnes (±10%) of coal required for the Lakvijaya Power Plant in Norochcholai for the 2026/2027 period.

 

The approval was granted at the Cabinet meeting held on March 30, 2026, according to the government.

 

The National Procurement Commission has also agreed to select two coal suppliers for each shipment to minimize the risk of supply disruptions and ensure the country’s energy security.

 

Accordingly, an International Competitive Bidding (ICB) process was conducted, with nine bids received.

 

Following an evaluation of the bids, the High-Level Standing Procurement Committee recommended awarding the contract to two suppliers. Based on that recommendation, the Cabinet approved a proposal submitted by the Minister of Energy to award the procurement as follows:

 

  • Aditya Birla (Singapore) Pte. Ltd. Global Trading — 70%, amounting to 1.596 million metric tonnes (±10%).
  • Mohit Minerals Limited of India — 30%, amounting to 684,000 metric tonnes (±10%).

 

The procurement is intended to ensure a continuous coal supply to the Norochcholai power plant while safeguarding the country’s energy security during the 2026/2027 period.
