The President presents the 2023 Budget Speech to the Parliament. President Ranil Wickremesinghe, in his capacity as the Minister of Finance, Economic Stabilization & National Policies, delivered the opening speech of the second reading of the Appropriation Bill to Parliament today (Nov. 15).
